Your best bet would be mesa -- an OpenGL clone library.   It's not
accelerated, so rendering speed will be a bit slow, but it is
compatible with OpenGL source code.

Under Linux, if you're using a 3Dfx or Nvidia chipset, there are
patches available to modify a mesa installation to give you hardware
acceleration -- though this tends to be a bit tricky to get working
sometimes.

I think there's at least a partial port of mesa for DJGPP that uses
Allegro's routines for rendering.   I can't seem to find the URL right
now though.
