As you even know this, why don't you ask the question in a graphics

If you're drawing the sprite via some 3D library, anyway, your idea
with the textured polygon is probably the best and simplest solution.

Generally, you can of course rotate any bitmap by whatever angle you
like. The guys in comp.graphics.algorithm and their FAQ will help you.
