Anywhere between 50 and 70 fps is normal with vsync.
Vsync makes sure that the monitor can keep up with your
game. If you want a timer that's monitor-independent,
try using an Allegro timer handler.

I can guess why: Dirty rectangle double buffering?
Multiplayer? Or is it one of those supposedly "illegal"
