Did you read section 22.14 of the FAQ?  It explains the limitations of 
DXE, and gives some advice how to work around them.

If you want dynamic-loaded code that is free from most of DXE's 
limitations, consider using DLX or DLM, both are mentioned in section 
22.3 of the FAQ.
