One such file is indeed thoughtfully included in the source
distribution.  It's called djconfig.sh.  It helped the configure script
run to its completion.  There's another file called makefile.dj2, which
is meant to be run with a plain "make -f makefile.dj2".

Neither method allowed me to create the executable (Make errored out). 
But I'm content in running the binaries I donwloaded.
