Well... those kind of games are strait foward.. start coding.. part by
part... read some docs.. and in the way, you'll find the anwsers to
all those questions.

Sonner or later, you'll have to restart the game engine if you like it
to be good... so, make it well documented, organized and modular, it
will help you a lote.

By, for starting... imagine a matriz with x by y fields, in that
matriz, you'll have something indicating the tile (maybe a 32 by 32
square with a image corresponding to one part of the drawing).

Then, create a buffer with the size of the screen... after that, read
the matriz and see what tile you have to draw to that (i,j) location,
remember that the buffer position it's (i,j) mul by the size of the
tile...

Then.. read and learn...
