Well this rather suggests that it *isn't* set in your autoexec.bat
doesn't it? The line that is meant to define DJGPP is either incorrect
or it doesn't get executed.

My guess is that you have some spaces around the '=' sign to make it
look nice. If so, remove them.

Otherwise, I suggest that you post your whole autoexec.bat file to this
newsgroup so that we can see where the problem is.
