1) I run RHIDE in the same configuration here at work and it doesn't 
take 100% of the CPU, is just the stupid W95 monitor. 
2) Try RHIDE 1.4.5, I added a __dpmi_yield call in the idle loop. 
Paradogically it makes the IDE hang in some W95 installations. Eli 
found a fix for it but isn't applied yet.

Personally I think you don't need to bother with it. I think W95 just 
gives the CPU to the DOS program ONLY if there is no things to do and 
hence you see 100%.
I added it because an OS/2 user reported sensible slow downs when 
using RHIDE, __dpmi_yield solved it.
