Not true. There is indeed a VBE standard, which is implemented by recent
versions of the SciTech Display Doctor drivers, and supported by various
programs including MGL and recent Allegro WIP versions.

VBE 3.0 is very similar to VBE 2.0, but with a few interesting
extensions, most importantly support for refresh rate control and triple
buffered displays. Unfortunately you have to pay the VESA people for
copies of the spec, which IMHO a really stupid situation...
