There is indeed a VBE standard, which is implemented by recent versions of the SciTech Display Doctor drivers, and supported by various programs including MGL and recent Allegro WIP versions. VBE 3.0 is very similar to VBE 2.0, but with a few interesting extensions, most importantly support for refresh rate control and triple buffered displays.
