Not totally true. I'm not sure about the details, but I think there's
been an addition in one of the 'Technical Corrigendum' updates of the
ANSI standard that make them 'pseudo-keywords' by means of an #include
<iso646.h>. This is meant for locales where characters like '&', '~',
'|' and so on have been substituted by national language characters.
(And may be useful for programmers who happen to dislike what they
call the 'cryptic' operator notation of C :-).
