I'm not sure about the details, but I think there's been an addition in one of the 'Technical Corrigendum' updates of the ANSI standard that make them 'pseudo-keywords' by means of an #include . This is meant for locales where characters like '&', '~', '|' and so on have been substituted by national language characters.
