DJGPP is the DOS port of the free UNIX compiler GCC and the associated
development tools.

In it's default configuration it is a 'proper' command-line compiler,
but you can download some IDEs for it.  Probably the favourite IDE is
RHIDE, which resembles Borland C and is much nicer to use for most
people.
