I don't know if it is exactly what you want but I found a game for DJPGG
that has a tile editor.  The game comes with the source so you would be
able to look at it and learn.  I don't know where I got it but I think
it was from
ftp://x2ftp.oulu.fi/
it is called boboli.  The file you want to down load is called
boboli.zip  Sorry that I can't help more than that.  Well, I could if
you want me to email it to you.  I still have the zip file.
