DJGPP version? Is there a separate djgpp m4 or something?

OK, automake 1.73, autoconf 2.57, M4 1.4q (Nov. 2002): no change from
previous, i.e. still recursion limit exceeded.

I think perhaps you mean the one I'm following by Charles Wilkins:

In there he writes for requirements:
autoconf-2.13 (not 2.5x) Note: From the automake NEWS file the last
version of automake wich works with autoconf-2.13 is the version 1.5.
So this is getting confusing :)
