All is now well.
Having installed bash(bsh203b.zip) and shell-utils(shl112b.zip) the =
commands

    set SHELL=3Dc:/djgpp/bin/sh.exe
    make -f generate/makefile afmdir=3D/grafm

caused execution to proceed correctly and the postscript files in /devps
expanded.Typical examples are

Name            length before            length aterwards

and the directory expands from 378,090 to 621,264

The font can now be changed in the groff instruction e.g.

        groff -e -ms -Tps -fP file.dat > file.ps

produces an output in the Palatino font.
