Well, no. Not at present, I don't think. dosemu is a compromise between the
bare-metal programmed software of DOS, and the secure, protected, insulated
world of Linux. As such, there are some difficulties. Some really
down-and-dirty programs don't work. As far as Windows 95 programs, I haven't
used WINE in several months, and I don't have any Windows 95 software
anyway. But I think that is a goal of the WINE project, I just don't know if
it's that far yet. It may well be.
I think the idea behind dosemu and WINE is to let you use the programs for
which Linux has no equivalent and that you can't live without. But don't
treat me as an authority, I'm just a casual user and occasional bigot. :)
