Most companies don't expect people to be able to write their
own version of "DirectX", or even "Fastgraph" or "Allegro".
The fact that someone has written their own routines to
do graphics, sound, and I/O probably helps the applicant, but
only in so much as it shows the person has an understanding
of the lower-level aspects of games programming.
This does not necessarily make the person a "good" games
programmer.
