There was a discussion on this issue some time ago, and some people
actually objected to make a DOS-specific change to GNU Make because it
makes Makefiles less portable (Unix Make insists on TABs).
You can always get the sources of Make and change it for your own
good: that's what free software is all about.

Ha! Emacs shouldn't take more than 6 hours to learn, especially if you
have some experience with another serious editor. There's a tutorial
that will get you through the basics in, say, 1/2 an hour, and then the
menu bar, the mouse and the help system will do the rest.
Of course, if you want to be an Emacs *expert*, that will take some more
time. But to edit a Makefile, you don't need to be an expert, and Emacs
will even syntax-highlight a Makefile for you!
