This problem is caused by Kazuhiro Fujieda's Win9x daemon patch:

Specifically, when I back out the following portion:

    http://sources.redhat.com/cgi-bin/cvsweb.cgi/winsup/cygwin/syscalls.cc.diff?cvsroot=uberbaum&r1=1.129&r2=1.130

then rxvt no longer pops up a console window.

Unfortunately, I currently do not know how to fix the rxvt issue without
breaking (or at least affecting) Kazuhiro's patch.  Any ideas?
