hobbes.nmsu.edu has GNU tar for os2. simtel20.army.mil has good dos tar's.
Try extar for simple un-tar with filename mapping; try ltarv3 for a tar that
can produce a map file for the names, and can do "operations" using the 
supplied program vtar. Try Colburn's tar4dos (or a similar program in
pax2ex3). I've used all these, but I have not tried anything very advanced.
They all do a fine job with filename mapping (didn't test pax2exe).

make 3.58 for dos is part of the GNUish project (pd1:<msdos.gnuish> at simtel).
3.62 has been ported to os2--try hobbes. I have not tested. There is an 
excellent make called dmake38. Dmake runs under dos and os2, and has extra
capabilities under os2.
