Try extar for simple un-tar with filename mapping; try ltarv3 for a tar that can produce a map file for the names, and can do "operations" using the supplied program vtar. Try Colburn's tar4dos (or a similar program in pax2ex3). I've used all these, but I have not tried anything very advanced.
