Have you looked into using one of the open source packet drivers. When I 
was still teaching, we used them to get dos and windows 3.1 machines on 
the internet for our classroom.  The collection is at http://www.crynwr.com

There are packet drivers available for most of the older cards and some 
newer pci cards. If you need help getting them to work for you, post 
back to this list and I or someone else can help.
