When I checked a few days ago Simtel was still accessible in text mode through ftp. However, you have to know what you're looking for, or be able to guess from bare names, because the 00README files giving one liners abut every file in a directory are no longer there. I agree that it is a shame, because Simtel used to be such a valuable resource. Over the years I downloaded gobs of software from there.
