Unfortunately the development of Minuet stoped before the first release in a pretty early stadium of the software. I. e. the www client isn't able to handle frames. I don't know if the UMN still support this software. You'll find links to Minuet at the DOS Internet section of http://www.fdisk.com or on the home page of the uka_ppp package at http://mvmpc9.ciw.uni-karlsruhe.de It is not included in the uka_ppp package itself, but you should find it for download there.
