UNRAR can be distributed and used for free. 

PKUNZIP can only be distributed by a company or individual
which has purchased a "distribution license", which costs
US$99 for the Windoze 9X "commercial" command-line version
or US$299 for the DOS "professional" command-line version
(no, I don't know what "commercial" or "professional" mean,
nor whether the Windoze 9X command-line versions runs under
normal DOS).

You should also be able to distribute the shareware versions of
PKZIP (also RAR), in the normal "shareware" manner, but probably
_not_ bundled with any commercial software. The recipient can
then use this shareware version for evaluation purposes only (I
guess that's sufficient for a "once-off" use; they can register it
if they want to continue using it, for their own purposes).

So, there are _some_ options for distributing the PKZIP stuff,
depending on the circumstances ... You can also distribute the
InfoZip (UnZip) version, in which case you should probably also
use this for compression (or at least check that it will UnZip
your file first - the InfoZip stuff is a sub-set of the PKZIP stuff).
