You can get it at http://www.igd.fhg.de/~aschaefe/fips/ or from http://www.geocities.com/SiliconValley/Lakes/1401/disk.htm (along with some other programs you might like to try, such as the Ranish Partition Manager and Free FDISK). The latter is part of the Free Software for DOS site, at http://www.geocities.com/SiliconValley/Lakes/1401/softlib1.htm - an excellent source of free software, with reviews.
