In April 1995 Compaq sued Packard Bell, claiming that Packard Bell was shipping used parts in its PCs to enable the company to charge lower prices. Compaq said that Packard Bell even went so far as altering serial numbers in order to hide what they were doing. Compaq said it learned about Packard Bell's operations from former Packard Bell employees. Compaq also alleged false advertising, unfair competition, and deceptive trade practices. In an earlier suit, compaq sued Packard Bell for patent infringement. Packard Bell had just become the leading supplier of personal computers to the home market in 1994. It stated, "The complaint is totally without merit and specifically designed to stall Packard Bell's momentumin the marketplace". Of course the FTC caught them out because they had a contract operation in Sacramento which dismantled all their customer returns and tradeins and repackaged the parts and shipped them over to the Packard Bell assemby plant, where they were putting drives, video cards, and sound cards in the boxes coming off the assembly line. They were forced to pay a large fine, accept returns of any computers a customer was having trouble with and giveing the customer a new cpu, and had to sell any returns as used equipment, with a sticker saying This unit may contain used parts. They still have a connection with the dismantler in Sacramento. The company pays $7.00 an hour for dismantlers who mostly work grave shift.
