The first two will probably be the same code executed, while PartitionMagic might do it's own thing instead of just calling the NT format command. I cannot use a true DOS format command, as (1) under DOS I cannot access the FAT partition and (2) NT will not allow me to run the DOS command, and I do not have another operating system to boot from except NT and OpenDOS provided by the Drive Image boot disk.
