Unfortunately, the command interpreter is only part of the solution. The other part is that each particular DOS program we run must also be "LFN aware". (that's the tough part) My most favorite program of all time (XtreePro), is not LFN aware. :((( IMO, the only viable solution is the "single step method". That step being.... rename the file in question to 8.3 format.
