I think you'll find it's covered by some kind of NDA.
It never made full release

I once managed to borrow a copy for testing (like a fool I didn't copy it)
but I should point out the following:

1. It only works with a specific version of Windows 95 and no other.
   For the same reason that releases of '95 are mutually incompatible.
   (Think 'Incorrect MSDOS version')

2. It's not just a TSR, the TSR only bypasses the safety locks.

3. You also need a special version of the kernel, based on 7.02.
   The kernel has to have various data and code structures at the exact
   same place as the MSDOS kernel FOR THAT VERSION OF WINDOWS.

4. There were some problems with the version I saw, rearranging the  
   kernel's insides hadn't been fully tested and some CDS-related stuff
   broke (XTree for example)
