Hm, straight from the memory, I m not sure what it is exactly. 
I would think, its a mixture of the specs. 

From what I recall the API reports itself to be compliant with
the 0.9 spec, but supports functions beyond that spec. I know 
that there has been an undocumented command line option to set
the version number to be reported by the API either to 0.9 or 
to 1.0. However, this option has long vanished since 1993/1994
or so.
