Newer NE2000 clones that are PNP PCI cards are significantly different to old NE2000 cards; I found this a problem for Linux lat last year too (now solved). PNP itself is a pain. If you can disable PNP that would be good - I have found a PNP network card trying to set itself to IRQ 0! If you have a new enough motherboard see if it says the make/modle IDs and IRQ as your computer starts. My new version of PCTEST might be able to help if all else fails.
