Anybody >know for sure? Yes, the Personal Netware servers can be used alongside Netware 3.12 servers by workstations. However, you need different client software to get to the Personal Netware servers; the client software you are currently using for your Novell server doesn't speak Personal Netware. Also, be aware that there is not a 32-bit Personal Netware client for the Windows 95. I've looked through the tech notes on Novell's web site which discuss installing Personal Netware support with Win95 and it looks like lots of fun; basically, you have to use the old MS-DOS client software and load it before Win95 starts the GUI.
