EMM386 lets you get at the >640K mem by creating a V86 session in which DOS runs. This lets it, for example, fill in the unused space between 640K and 1M with high memory. Since EMM386 is the part of the system that knows about V86s, it is also the part of the system which is responsible for multitasking.
