At least for pcb there's no need to drop Gtk2 to start with Gtk3. Simply
rename the Gtk HID to Gtk2, and a copy of the same to Gtk3.

That said, I don't think Ed had planned to write a line of code. He most
likely wanted somebody else to do it ... the usual lame story.

My personal opinion is to bump it only if it's neccessary for some
substantial advantage. I wouldn't bump the version for the purpose of
bumping it.
