These lists are organized (in order) C1-Cn, L1-Ln, Q1-Qn, R1-Rn, etc. with the designators corresponding to those used in the schematic. The "device" attribute (in my schematics) refers to the manufacturer (for ICs) part number, which is completely different. I suppose, if one wanted to create a list of all LM358 ICs, another of uA741s, etc., you could do that.
