Paint Shop Pro, even an old one. Irfanview, maybe Windows Paint. PSP and Irfanview are free downloads. PSP is good if complicated, approaches Photoshop or GIMP. You open your image file and have a big choice of what type to save it as. Irfanview is mostly a viewer but you can do some edits and saves. Beware! pstoedit 3.74 needs a recent gcc version! I have gcc 5.3 and despite the pstoedit 3.74 readme.txt stating that it will compile with gcc 3.0 or above, it had fatal compile errors with gcc 5.3. I contacted the pstoedit author and he suggested updating my gcc. pstoedit 3.70 compiles fine with gcc 5.3.
