I have been using Fedora since it was Red Hat and have never had this
problem. The only time I have had to copy anything from /home is when I
did a clean install. (For a while each upgrade would seem to break some
little thing. That hasn't happened recently.) Currently on Fedora 30 and
I see 31 is out.
