You can look through the minipack commit history [1], especially
[2], that I have worked around the issues you had then (not sure,
what guile version I had, 2.0.9 or 2.0.11) and successfully built
geda-gaf-1.9.2 on Debian (lenny?, I cannot remember).  I even now
still have those windows executables for pre-1.9.2 at my home PC
built then (at my previous job, I had more recent builds).  The
only issue I can remember was where to place (publish) those
executables, a bit more than 200 MB.
