There are actually several libraries of electronics symbols available in Dia. However, doing serious EDA would be quite a hassle when compared with geda or kicad. There are lots of options for the design of flow charts available. More than 25 kinds of arrow heads, bezier lines, even bezier based polygons, all fonts installed on your computer, etc. See the attached sample. The UI of Dia is a little old school. It is all about dialogs popping up. Geda users should feel familiar with this style ;-) Development sort of stalled about ten years ago. This essentially affects mainly users of Microsoft Windows and Apple Mac OSX. The latest versions Dia runs on are apparently win2k and Mountain Lion.
