It has to do some educated guessing about pads and pins which are usually represented as either flashed apertures or polygons. It will ignore some pins/pads it is unsure of, but that is what you get if forced to use a format lacking metadata like gerber to recreate a layout. The only eda software which generates awful gerbers for reverse engineering seems to be eagle, which draws all features as as raster of narrow lines. Cheers, Erich.
