Transparent layers do not work when they are in the same group which is the first bug. The second bug is that one layer is always dominant over the other when they share a group. This prevents a problem as changing which layer you are on does not make the less dominant one appear on top. So lines with 0 clear or polygons can overlap in invisible ways.
