The Hershey fonts have a permissive licence and Kicad in fact uses the Hershey sans stroke font for their footprint annotations. The converted Hershey fonts can be redistributed with the same licence they came with, see https://en.wikipedia.org/wiki/Hershey_fonts I am more than happy for them to be bundled/distributed.
