Ubuntu is usually faster to adopt the latest versions - closer to Debian 'testing', so I'm a bit surprised by your description. For Debian, just go to: https://www.debian.org/distrib/packages#search_packages and search for 'kicad', for 'any' Distribution. It should list the versions just as I'd described them. I don't run any Ubuntu machines so I can't say anything about current Debian-Ubuntu cross-compatibility. Even within Debian there can be surprises - I'm running a 4.6 backported kernel on my home machine, but can't compile my own kernel as I ordinarily do. -Frank p.s.
