A via or hole is: drilled cut out thru all layers with plating, annular copper ring which is equal to a copper circle with a circular cutout, circular opening in solder mask. Sometimes there is a need to do something a little bit different and in these cases possibility to draw on the needed layer including at least circular cut out in the form of a drilled hole is useful.
