Like you may have suspected, colour and texture of the buttons are
determined by the GUI theme of your desktop. On my desktop, the selected
buttons are highlighted in a light yellow with an orange tint. The
unselected buttons are just plain grey.
If the pressed buttons are indistinguishable from unselected ones, this
ambiguity will also show at other portions of the desktop and other
applications. I'd suggest to go to change the theme. By default Ubuntu
offers only a limited choice. But there are more in the software
repository. Once installed, you can change the theme in
	system_settings=E2=86=92appearance=E2=86=92themes

A bit confusingly, colours are not attached to a layout. They they are
taken from files in $HOME/.pcb/colors . The layout contains the name of
the colour config file, though. If pcb does not find this file in the
colors folder it falls back to a set of hard coded defaults.

I like to use three different colour schemes depending on the type of
layout: layout_2layer, layout_4layer and footprint.=20
