Democratic decision making tends to lead to stable conditions. This is 
pretty much the opposite of anarchy.

Not quite. 
We need an agreed upon way to make such decisions.
The one reason geda lost so much momentum that it almost came to a 
stand-still was the absence of decisions and veto by ignorance.
