I backed out this change and the problem came back (no plane clearance). BTW - while looking at the PCB text file - I noticed the vias have "auto,clearline" attribute and these vias were placed by the auto-router. And vias provide plane clearance. I posted this a bug on the bug tracker. while it's open in pcb. pcb will offer to reload it.
