If you can't make it work by hand (following the correct stepping sequence) then I'd blame the stepper. Do you have any verified working steppers to serve as a reference? If you have a good servo which spins when properly driven by hand, then perhaps there would be some issue with the circuit. (Correct voltages? Current driving ability? Stepping too fast? Loose connection/bad wiring harness? etc...) Lets us know once you have verified your stepper to be functional.
